“This briefing focuses on ensuring justice and fairness– a key concern as the justice system attempts to work around the restrictions necessitated by the pandemic and independent scrutiny mechanisms remain limited. The Howard League is aware that the restrictions in prisons and across the wider justice system, threaten to undermine the legitimacy of the criminal justice system risking excessive periods of detention, especially for the most disadvantaged, at a time when conditions in prison are particularly severe.
