Stark figures from the Prisons and Probation Ombudsman ought to jolt a new government into action
The Howard League for Penal Reform has responded to the Prisons and Probation Ombudsman’s (PPO) annual report, published today (Thursday 9 July).
The ombudsman raised the need for independent oversight of staff conduct within HM Prison and Probation Service (HMPPS) and noted the continued high demand for the PPO’s investigative services, with 5,226 complaints sent to them in 2025-26.
The report highlighted shocking numbers of self-inflicted and drug-related deaths in prisons this year – with people dying in circumstances described as self-inflicted at a rate of one every five days.
Andrea Coomber KC (Hon.), Chief Executive of the Howard League for Penal Reform, said: “With about 100 complaints to investigate each week and self-inflicted deaths being recorded at a rate of one every five days, the ombudsman is extraordinarily busy, and this reflects the dire conditions and human misery that exist in a prison system that has been asked to do too much, with too little, for too long.
“With change in Downing Street expected in the coming weeks, these stark figures should jolt a new government into taking the sensible steps needed to ease pressure on the system and protect people living in prison from harm.”
