Response to the consultation on the Prisons Strategy White Paper

“The overarching vision of more people in prison compromises the proposals in the White Paper.

“The Howard League does not believe that day-to-day life in prison will be improved by performance measures which are published in a new way, or by faster punishments for people who break minor prison rules.

“The Ministry of Justice should instead prioritise a return to full regimes and measures to address the endemic unfairness, including racial discrimination, which persists throughout the penal system.”
